Only incidents occurring within the city that were dispatched as a “priority” are included in the analysis. Priority incidents involve emergencies to which the fire department initiated a “code 3” (using warning lights and sirens) response (23,721 incidents during the study period). Incidents initially dispatched as non-emergency responses were excluded. Performance is reported based on the final outcome of the incident, which may be different than how it was initially dispatched. For example a person may report smoke coming from a building that turns out to be only steam. It may have been dispatched as a structure fire but its final type would be reported as “good intent1.” (P.73)
